I really want this game but my skill in the japanese language is poor.

It's a sample unit. says so on the box under Nintendo 64.

Yeah, the N64 box says console/hontai (本体) and the other one controller & adaptor (コントローラ　アダプター), nothing really indicates it's a sample unit. I've never seen this box, maybe it was part of a bundled version that included other accessories, so the two boxes were initially stuffed in a bigger box along with other things?
That would be the only explanation that came to my mind because there's not really a point in selling the controller & console in separate boxes. There was a Saturn bundle that included several other hardware and came in a big brown box, the boxes inside were no different from those that were sold separately though.
