I don't know if that is an actual Filipino meal or that guy just wanted to look weird on the interweb, but lots of countries have local foods that foreigns would not even think about eating ever.
For example, here in Uruguay it's quite common to eat "chinchulines" in barbecues (which actually are cow intestines), so you get an idea...
