The XBOX with DVD Region X, more features than with the standard players. Thing is though, trying to enjoy a film with the XBOX humming like a mother in the background is annoying.

Panasonic Q is quiet :smt040 . The PS2, that is if you can view DVDs up to S-video quality and can put up with 2x Fast Forward.

You know. I think you should replace the fans in there with a panaflos. They are really quite. Or get a Zalman fan and get a reostat device to control the speed of the fan. It will keep the XBOX quiet and cool.
The newer Panaflows are made in China and many tend to be quite noisy compared to the old ones that were made in Japan so I wouldn't suggest them unless you are sure you are getting the Japanese ones
Get a stealth fan 2 from Vantec then..
