Yes, thats the last build. Don't know the answers to your other questions.
It's the latest, but it's not the best... look for the "internal" release. Yes on the hack for retail, yes on both dev/debug.

I could never get the "internal" 5933 release to run for some reason, nor am I aware of any differences between it and the "regular" 5933 release...
It will work on a DVT4 XDK, but for the love of God don't try and install it on a DVT3 "Beta 1C" XDK.

You're getting confused, 5933 is 'Internal' to one particular, well known Game Studio, but 5933 Internal is the 'Internal' version of the 5933 dash files, not be be confused with the regular 5933 dash files!
