Looks like a "portable" device to run arcade games on TV.
The system was said to cost about 350.000 lire at the time (around 1994).
Was it released ? or maybe is it an hoax?

What is really strange is that the thing is referenced only in two other page in the Internet, both in french.
I can.
A summary of what it says:
- portable device to play JAMMA standard compatible games on TV (no Daytona, Virtua Racing,Virtua Fighter, Ridge Racer).
- TV out through SCART, triggers to set sound and credits, same joystick port as those of the Neo Geo.
- Device cost around 350000 lire.
- Games cost between 150000/200000 lire to a couple of million.

I wanted to translate it but after reading it, what wombat said is true, it's just a supergun. It's not a megadrive converter or any similar device. This is simply a supergun to play jamma boards on TV with neo geo controllers.
They are just stressing the fact that you can play your favorite arcade games at home on your TV and therefore you will spend less money because you can rent the cartridges and play as much as you want.
What is funny is how this is advertised and the language used to promote the item, it's hilarious... I really like the last sentence which can be translated like this:
" Good, now if you are smart enough to rent a game instead of fainting while buying one, you will be able to fully enjoy the OM CX! "
