Well I bought star fox a few days ago and I just tested it out and you were right, japanese mode does exist on there and I got it to boot.

Since I have a region mod how I got it to work was start the GC in US mode, throw the game in and wait for the GC to read it then switch to JPN mode and start up the game,I was a bit surprised that it worked.

Turns out to NOT be a new discovery by any stretch. Just recently became more widespread knowledge. You can dig around the web to find mention from at least 2007.
