I mean, the game did hit the shelves in Japan before it was recalled shortly after, I tought that many copies were saved.

If I remember the story well, the game made it to the shops but was recalled before hitting the shelves, so only a handful of copies were saved.

Joel's actually a really nice guy from the conversations I've had with him elsewhere.

He used to run an import shop back in the early 90s before Nintendo (and Ozisoft as well I think) came down on him for parallel importing. I haven't been keeping up with his videos for a while now, but I think he mentioned opening the import shop helped make some good contacts in Japan, which is part of the reason he's been able to amass such an amazing collection of stuff.
