AFIK for the most part. That's because he lives in Japan.
I think the cheapest way is Japanese games in bulk. US releases cost enough they might outweigh shipping savings on a large enough order.

For the US, I quite like www.estarland.com, though I tend to go to their physical store than order online (fair warning, other people have reported problems in the past, but I haven't read any complaints recently). They tend to be very particular with what they take in, and even then they have a high quality resurfacing machine.
