I decided to write this program as the older programs are unavailable or just not working on the latest Win64 platforms. Get a copy of the program from this link, more information about what it does and the usage in the readme. Package comes with sources documenting more or less how the CPE format works.

No problem. I shared both the program and the sources because I know people will find this useful one day, especially if they are interested in developing PSY-Q stuff on the latest x64 platforms, not to mention the fact that there's a general lack of docs on the CPE format. Special thanks go to SurfSmurf for his pxe2cpe and cpebin sources as they contain a ton of precious info.
