Which release is this Streets of Rage II?

I posted this link in the eBay thread in the Marketplace, but I would like to get more opinions.

What kind of release is this? Notice that the cover is different, without the black frame, and the game logo on the top of the cover...

Every other copy of the game apparently looks like this, tho, including my own: http://www.ebay.co.uk/itm/320907498029 - game logo (with a Roman numeral II instead of 2, just noticed) on the bottom, white "16-BIT CARTRIDGE" etc. text on black background. That said, I've never seen that other one before, either... maybe a custom replacement for a damaged/missing original cover insert? First thing that came to mind, although I can't be completely sure.
