First of all i would say it's normal to have a blurry image on your monitor. The best case scenario is a Gamecube outputing at 576i and then upscaled and strechted to 1920 x 1080 (your monitor native resolution). Your upscaler, the GBS-8220/1 is Chinese electronic at it's best and it's performance are OK. I can also say by experience that Samsung do not put great DSP in their monitors/TV for upscaling.

There are good chances that changing the output resolution will improve the final result.
For the flickering, of course, check all cables if they are well connected. Another thing I read is that the GBS-8220/1 requires alot of current. If I remember well your power supply should output at least 2A. I got a cheap 5V/2.5A power supply for like 6$ shipped on eBay and it's working great. The diameter of the center pin of the power connector is 2.1mm. Most power supplies on eBay have a center hole of 2.5mm which is perfect. Good luck!
