does the rom run in Kega Fusion? I only ask since Kega is generally more accurate than Gens

It works fine for me without any tricks...
But in some cases some pirate roms will only work if your Mega Drive is Japanese or modded and set to JP settings.

So here's the deal with KoF '99....

All the KoF '99 in existence are first run carts made from the original manufacturer and have a bank switching / copy protection routine in place. The existing dump is a straight copy of the data with no patching involved. Emulators like HazeMD that played the game supported the protection natively in their internal handling routine. So the game would work, but only on certain emulators. If you tried to load the game in an emu or copier that didn't patch the game you'd see the Chinese error screen.

Last year D4S was nice enough to hard patch the original ROM I dumpeda using the protection routines that were explained in the Gens documentation so that the patched ROM would load in anyrhing.

Now, for reasons that defy logic, on certain hardware combinations the patched version still hangs at the Chinese error screen. For instance, my Everdrive plays it fine in my Genesis and Retro N3, but not my Nomad. However, I can take the same exact ROM and flash it to my Megacart and it works fine in my Nomad.

I really don't understand that, and I'm curious as hell to know what the deal is. I also saved a screenshot of the error screen if someone can translate it.

This is kinda like the Soul Edge VS Samurai Spirits ROM I dumped a while ago. Eke-Eke implemented the routine in Gens to the run the uncracked ROM, and was nice enough to crack the image so it would work in alll other emulators too. While it will work in any emulator, it still freezes on real hardware.
