The clock generator pin 1 is pulled low by default. Meaning if its disconnected, it will act the same way if it were grounded. PAL machines need this pin set to ground, so you can leave it disconnected - it'll behave the same way if it was lifted and grounded.
I'm not sure what pin 2 controls. Wild guess would be a signal line switching the machine between 28mhz and 26mhz, but that has absolutely nothing to do with pal/ntsc/regions/anything.
In other words, leave the clock generator the fuck alone.
Since your problem is the lack of 50/60hz switching, I'd inspect that line that goes up the back to the JP1/2 jumpers. It could be broken, since it has to go to the back of the board, it is possibly put under a lot of pressure. In fact, just cut it down altogether, and solder a new wire to pin 2 of SW4, which is the same connection just on the upside of the board. Pin 2 as in the pin one closer to the battery.
