Ok, this should be easy for anyone with experience. For the MVS library of games, how obtainable is it in terms of realistic completeness? I'm really just looking for something general. I assume that about 90% of all the games are easy to find (Just have the cash), while around 10% are genuinely difficult to find?
I don't even think 10% are difficult to find. The problem w/ MVS collecting is contending with the ever increasing number of MVS collectors. In the last 10 years I think the average price of pre-2000 titles has gone up $10-20, though the post-2000 titles have dropped 50-75%. If you're talking about collecting strictly English or Japaneses carts with scratch-free original casing and mint labels, that will take some time. Getting complete matching MVS kits now would be REALLY difficult and probably lottery expensive, like $50k.

Hrm... Ya, getting full kits is probably out. Considering both the US and Japanese carts contain the same code, I guess it wouldn't really matter (to me anyways). I guess it would be easiest and cheapest to go the direct route of just getting beat-up but working carts. It's kind of a shame that speculators and such have driven the price up for all-things retro. Especially when theres no genuine intent to use in many cases.

Would a full MVS library include the NG Dev Team games (Last Hope, Fast Striker, Gunlord)? Or just ones officially endorsed by SNK?
To me I wouldn't care, but for others who might try to build a full-set it might be important.

Heh. Well from the sounds of things, it seems that a pretty decent library can be had long before you even start to crack the "Hard" barrier for games. I assume it's the top end % of games which will start costing you exponentially a lot of money.
I opted for the "multi cart" library. If you have the 161 in 1 and the 138 in 1 you only miss this games:

Yeah but they are cheap. I got the Realbout game for 15 reais, like 10 USD.

MVS is a great collection, and Multicart is fine, but thats hardly collecting :)
I have about 40-50 carts, mixture or US, Euro & Jap, they are all the same though, you just change the version you wana play in the BIOS.
Personally of you are going to go Multicart you may as well just use MAME or something, least that way you get full high score support. MVS stores you last 8 games stat's and scores, Multicart only seems to store one game (well the one I had only stored the last one played anyway, as the motherboard only would see the Multicart as a single cart).
Cause best way to make your MVS collection looks sweet is to get yourself some nice shock boxes.

the shockboxes are very nice but they are just too expensive at the moment (well delivery to the UK is)
Outside of the non-SNK licensed releases, it's very easy to obtain all of them. Very few run in the triple digit range.
If you look on ebay you can find many titles very cheap.
This is not an impossible undertaking. Do you want full kits with mint carts or are loose working carts in decent shape an option?

I've been casually collecting MVS games for nearly a year and so far without trying collected 30 odd games
Some of the rarer/more expensive games have been in kits and others have been loose (all with english labels though).
For the loose cartridges I've opted for the Neominiboxes which can be purchased for around £2 a box with label.
Here's a picture of what mine look like (I just started building the boxes here)
Personally I think to collect all 140 odd (I think) cartridges would probably be achievable in 12-36 months...
where can you get the mini boxes from mate, they are very nice
