I haven't been able to find anyone on ebay that is shipping these to australia (and it's like 1.4k dollars)... how can I get one?

also if i do, will i need to buy an NTSC N64 to play NTSC and NTSC-J games at full 60 frames per second?

No. But PAL N64 will normally force NTSC games into PAL60.

actually, ntsc-j and ntsc US systems and games is completely same and they all work in 60hz mode

I've had zero problems using shop.retrogate.com to order, pay (with PayPal) & deliver to Sydney, Australia.

Can take 3-4 weeks for delivery, but tracking number was always provided in the order summary page (need to log in to view previous completed orders)
