I'd say generally that the jobs are better here but there are some incredibly bad ones too. There's so much silicone out there that even Japanese artists (and I'm guessing most otaku) don't know how real boobs move as their art is far from realistic.

Have a real girl lay down and you'll easily figure it out if they're real or not (providing you're experienced, I guess). It's shocking that some parents buy plastic surgery for their teenage kids as gifts.
