Well, it's not just any promotion -- just for civil servant jobs, no? Kind of makes sense... if they didn't, they'd have Austrian moviestars as the mayor. While they're logic is complete bullshit, their answer based on that logic, is valid.
The problem is, that if you're born in Japan, as were your parents and grandparents, you're not necessarily Japanese. If your parents have one of the Korean-turned-Japanese names, you're pretty much fucked for life. The biggest step forward the Japaense born foreigners got was back in 1995, when they stopped having to submit finger prints to authorities.
Anyways, what it comes down to --- they have laws that say only Japanese can have certain jobs... we have them in America as well (well, one job anyway) but to be Japanese, your parents (and grandparents, and great grandparents, etc) have to be Japanese. Descendents of WWII sex slaves are not Japaense. I know 3rd generation Koreans that have to get a re-entry permit... just like filthy white people! One day, Japan will get the steel rod out of their ass, and it starts w/ getting that racist fuck Ishihara out of office.

The "official" stance on why they don't teach WWII atrocities in historybooks is b/c it's too graphic for children. This monster reared it's ugly head about 4-5 years ago when the Korean & Chinese residents of Japan threw a fit b/c they edited a bunch of that stuff out of history books. I guess the loser gets to write their own history sometimes.
