You heard wrong. Arcade Cards are not hard to find at all. They are just not cheap and people tend to think everything should be cheap.
If a PCE EverDrive uses RAM then maybe it wouldn't be hard to have it emulate/mimic the Arcade Card. If it uses Flash then it won't be possible.
I did manage to find a Arcade Duo Card on eBay for a reasonable price. Check Hit Japan on eBay, the store usually has Arcade cards available now and then.
If you're in the market for them, the Arcade Duo Card can only be used on Duo systems, the Arcade Pro Card can be used generally on all systems.

PCE and TG16 just swap a few pins, data lines I believe. So any EverDrive PCE could be made to work on either PCE or TG16.
Nope. Going to be a MAX II CPLD. Footprint for the TQFP chip is too small compared to the already small Hu Card.
Data bus lines D0-D7 are in reversed between PCE vs Duo, shouldn't be too difficult to have the CPLD monitor the bus with dummy data on startup and then switch and reset if need be.

Cyclone II would be overkill for this and would raise the price quite a bit.
