Bit of a long stretch, but would it be possible to get it to pick up or record TV outside of Japan? (I live in a PAL TV broadcast country).

I have a feeling that it won't unless Japan and Aus use the same signal...which I highly doubt. It also don't think it will output a PAL signal compatible to PAL without a converter. But don't take my word for it, I really don't know exactly.
If that's all you want it for (aside from the cool factor), just pickup PlayTV for the PS3, does the same job.

Funny you should ask this. I don't actually own the PSX but a couple of weeks ago I asked someone from the UK this question on youtube who did a video of the PSX.

Hey thanks for the uploading the vid, very informative. Seeing as you appear to be in the UK, you mentioned you recorded some stuff on it, how did you manage that? I mean, you can't use the built in analogue tuner anymore since the digital switchover so I was wondering if you recorded TV and if it was digital and how you managed that. I was thinking of buying one but wanted to use it for more than just a handful of JPN games, hoping itd work as a PAL DVR for standard def digital like sky.I don't know how accurate it is, but you can see from the video he recorded another console using the PSX. I can't remember who it is, but I remember talking to somebody else about it also in the UK and they said it recorded analogue tv fine, until they turned it off in his area. Sorry I can't give anything more concrete.@Z3llix Thanks for the comment, it has composite and RF inputs so you can record from anything that outputs using either of those.
Is aus all digital? If so you would need a converter. I wager what's inside that psx is an Analog receiver and that from what I've read it won't work.
Keeping in mind fake videos are very easy to make.
From the sound of it it acts like a generic video recording device now. Sucks but it was bound to happen eventually.
Hence why I've been buying Tivos for $5 a pop for their tasty IDE drives.
