Found my old TV Card from my old PC the other day. Unfortunatly, the program it uses is pure shit and can't even work right. Anyways, the TV Card I have is called MpegTV, which is made by Kworld. If any of you know of a program, please post.

Yep, I second dscaler. Lots of nice modes and features to fiddle with to get a good picture.
If you're looking for something to record captures, though, DScaler is ass. VirtualVCR is good for recording - damn DAMN good.
I'm not sure if these two programs will work with such a TV card, though - what chip does it use?
If you're interested in capturing, I'd recommend going to doom9.org - there's some kick-ass guides and really helpful people on the forums.
