It's done by the same guy, Seth MacFarlane, and it's not a Family Guy ep. It's part of a direct-to-DVD-and-youtube thing (called Cavalcade of Comedy). I watched it and while there are some funny bits (like this one), the rest is not that great.
Seen it before but no matter how many times I see it, it's still damn funny. Good one!
