Look like 2 sets of upgrade roms for Street Fighter 2 CE and 1 set of Roms for Street Fighter 2 Turbo.

Jamtex is right. That's exactly what they are. And it was well known kits were sold to upgrade a SF2CE to a SF2 Turbo. The SF2CE chips may just be a newer revision as I don't believe a kit exists to upgrade SF2 World Warrior to SF2CE.
Also in MAME the rom dump names match what is on the stickers.
