The game does not appear on the list of games developed or published by Ubisoft available on Wikipedia (this list seems incomplete as the GBA version, which was finished, doesn't appear either).
There were two versions planned for GBA and PS2 and they were going to be released in 2004.
From what I can tell the game was not released. I havent even been able to find any trace of a europe version.
Reminds me of the Jackie Chan Adventures game which acctually did get a Pal release (which I own) but never got released in the usa due to not being able to sign a publisher
