NOTE TO ALL:
If you have SSF's frameskip on, Vsynch will cancel it. Enable Scanline Base Timing in Program1 to limit the speed. If you find the frameskip is going overboard and making everything way to fast, you most likely have CPU speed limiting (Cool n Quiet on AMD systems) which I found (through my smart thinking) is the issue. Disable it by going into Control Panel, power options and then choosing Home\Office Desk.
