It powers up, the fans run, the cd drive and all are prime, the light on the mother board is on, but there's no signal, no beep, no boot. No the monitor, not the video card, not the PSU, so its either something with the bios or the CPU. I'd go with the later since he said the fan (wich is on the cpu) doesn't make the same sound it did before, and the vent seems pretty much lacking.
Still, could it be the motherboard? How can i check? What should i do?

I'm just another joe blow user, but I'd probably start by changing out the power supply...
...I'd also probably take a look at the motherboard...look for any blatant signs of damage.
Also...this should probably be moved to the computer forum.

Swap memory and see if it turns on afterwards.
Try a BIOS reset also. Usually there is a jumper on the board that you can either open or close to reset it, but you'll have to get the manual for the board to know which jumper it is.

Sounds like a hdd problem. Often when a comp boots but theirs no picture its either memory or the hdd, try disconnecting it and see what happens.
It's not memory or the BIOS would beep. It's either the gfx card slot on the motherboard (if the graphics card works fine on another system) or the actual motherboard is fried. Sometimes this happens if there is a power surge.
If you haven't already, pull out the graphics card and make sure it is reseted properly in the slot.

I've had this problem before 2 computers ago. The only thing that fixed it was leaving it alone and it just started working after a few hours.
My previous box just died one day when the PSU was replaced. Post code was for memory error but as I'm using the ram that was in it right now obviously that wasn't the problem. Never figured out what it was but I was able to build a new box out of the CPU and mobo that "died" that day. NForce2 ftw!
like i stated in my first post, i already switched the Power supply (PSU) and video card. it can't be the hdd since the bios would at least start up, i'm going to check the memory and jumper things, but if the mobo or cpu fried, i got a deal from another friend for a cheap replacement.

I'd suggest picking up a PCI POST card. I got one in PC World in England for 1 quid, and it tells you the exact issue, even if the comp won't beep. It found out that my Uncle's new system had a fine CPU, but a crapped out mobo. A simple RMA and you're done.
