actually, from what I understand, no, the MegaDrive/Genesis is closer to System C-2 (or System C), Mega Tech and Mega Play. those arcade systems are all based on Genesis/MD with some modifications. the Mega Tech or Mega Play can play Genesis/MD games in modified cartridges. the other can play Genesis/MD and Master System games. edit: the System C-2 has a slightly faster 68000, 10 MHz and one chip is from the System 16 board.
The Genesis/MD is conciderably less powerful than the older System 16 even though the Genesis/MD was derived somewhat from the System 16. The Genesis/MD has about 2/3 the sprite pushing ability, 80 sprites instead of 128. Genesis/MD has far less color, 64 out of 512 instead of the System 16's 4096 out of 32768. the Genesis/MD also lacks the hardware zooming/scaling capability that System 16 had.
The System 16, with its far greater color capability, conciderably more sprite pushing power, decent hardware scaling, and faster CPU, compared to Genesis/MD, I think the System 16 rivals if not surpasses the SuperFami/SNES in many ways. although SuperFami/SNES had 4 background layers compared to the 2 in System 16 and Genesis/MD, and SuperFami had hardware rotation and other FX that System 16 didnt have. but System 16's 10 MHz 68000 probably balances things out with the SuperFami/SNES.
