I'd help you out, but I lost my key. For some reason I thought it was a good idea to separate the manual and the disc.

Not that it matters much...
While Win2k is great for older machines, and while it may be appropriate in this situation, there have been a few times where an NT based windows simply wouldn't work. For instance, a lot of dev software only works on Win9x. This is because the operating system does little to keep the hardware from being accessed by the software.
So to lead off of that, while Windows ME blew at the time of release, I can't really blame it on the operating system. I recently set up a custom built Pentium 3 @ 800 mhz machine, with 512MB of ram, so I could do some development. It has 3 operating systems on it... Windows 95 OSR 2.5, Windows 98 SE, and Windows ME.
Comparing them all, Windows 95 is frickin light speed. It may look plain compared to todays offerings, but man, it flies.... right into a blue screen about every hour or so.
Windows 98 SE is what we all have come to love and expect.
Now I never REALLY used Windows ME outside of some minor administration and testing, until recently. It REALLY is faster than Windows 98. No. Really. I click the start menu, and it immediately brings up the start menu. Windows 98 has a noticable 1/2 second delay. Opening up my computer on ME is instantanious, where on Win98, it generally lags a few seconds, especially if there is a cd in the drive. I noticed these things with about 2 seconds of observation (and still ongoing). These are only a few examples.
I've been trying to come up with a reason that ME seemed to suck so bad back when it was released. Looking at two of the machines that came prepackaged with WinME, I think the OEMs that pushed this OS have a lot of the blame. It tends to be sub-par hardware with questionable configurations.
Anyway, thats was a nice little break. Now back to work

I get the following response
"Your computer already has an operating system installed, which can not be upgraded by this version of SETUP. You need to obtain the Windows 98 Upgrade"

Are you booting to the windows 98 Cd from Bios?
You need to boot from your hard disk, and then run the installer

Heh... How quickly people forget.
The reason you can't install it is because Microsoft, for all versions of Win9x, had three versions... Upgrade, OEM, and Full.
Upgrade only allows you to upgrade.
OEM only allows you to make a fresh install (After all, if your an OEM, you aren't upgrading anything. [This is your case])
Full allows you to do anything in terms of install.

Forgot to add:
Get this: http://www.troyedwards.com/downloads/BootDisks/boot98.exe
Boot your machine. Type two commands:
fdisk /mbr
format /q c:
And thats it. You can now install your windows.

Would I have to do this from the DOS screen?
If so how do I get to that again?

Yes, from DOS. The link I posted is a DOS boot disk. Simply put a diskette into your floppy drive, run the exe from the link (which will "write DOS" to the disk), and reboot with the floppy in the drive. As long as you didnt somehow make the bios skip booting from the floppy drive, thats all you will need to do to get a DOS environemnt.

That will erase your disk though. You could probably save your data by just doing deltree C:\windows. However this wouldn't retain software installs, you would have to reinstall software no matter what, unless you can find a way to upgrade rather than format +reinstall
