Gamecube NR Reader in Green - Pal or NTSC?

I am looking at this on ebay. Is it Pal or NTSC. How can you tell. It has a US plug, but not sure if it is NTSC?!!

This should probably be in the eBay thread.

In any case, I think it is PAL. If you look at the close up pic of the label it says "L-DOT-NR-EUR"
But I'm no expert, just my opinion.

Also that is not a usa plug. It is a 2 prong european one. Look at the close up pic.
