Why do the Japanese use interlocking bars instead of chains?

So children don't get their fingers caught. Chain is just foolish and cheap.

If a kid is stupid enough to get their fingers caught in the chains then they deserve to be bound to the swing forever. How can chains be cheaper than those bars? I wonder if the Japanese were worried people would use the chain swingsets to commit suicide.
