I am looking to buy a Japanese DC and games, i am also looking for a dc dev kit anybody have them for sale or know anyplace that has them?

Give us awhile. I'm sure that somebody here has a Japanese DC (though I wouldn't know why'd you want one...you can play Japanese games on a US one so easily...). And even if nobody has one they can probably point you in the right direction.
Hope you like spending money...what's the going rate for a DC Dev Tower nowadays....like $US 700-800?

One of the many bootdiscs that can be found on the 'net. That or a modchip, which is not that hard to install.

I bought my DCs MOD chip from NCSx and it was probably the easiest solder job I've ever done... and I'd only rate myself as Level 2 (in that I've used a soldering iron before [successfully chipped an old version PlayStation on the third try - after two console leathal failures]).

If you don't want to burn something buy a DC-X or a Game Shark Lite.
