Any recommendations on a good free downloadable programme?
Looking at PICASA
Mainly for just re-sizing or converting jpg/bmp etc
But any other suggestions?

GIMP: Slow as hell, fiddly, but otherwise works fine
Paint.NET: Passable but lacks any advanced features
Downloading Picasa to take a look at it now.
*edit*
Picasa is quite basic, but the album view is pretty nice,.

Can Photoshop Album do basic editing? It comes free with Adobe Reader. Or there's a trial of Photoshop Elements. Oh, and Corel do a trial of Paint Shop Pro, which is pretty good.

Photoshop album is the same as Picasa essentially. It's very basic, but Picasa appears to have more features. I deleted Photoshop Album as it sucked so bad.
Photoshop Elements has a 30 day trial I seem to remember.

If you just want to resize/convert format, irfanview (http://www.irfanview.com/) is good for that.

Paintshop pro is cheap as buggery. I got version 8 (now on 10/11 i think) from amazon for £10 i think, but it is a decent enough bit of software for what you need. Picasa is pretty nice too, but rather simple.

I use Jalbum which is just a photo album maker. It's a free download (open source). I used to use it just for making photo albums but I found that when I was creating an album I would resize, change to a smaller JPEG file, and add a watermark, which is what I needed for eBay. It essentially is the same as a batch process from Photoshop or Fireworks. I have those but I use them less often now.

I took the raw pics from my camera then started a photo album with these settings: size 750 x 563, JPEG, 90% quality, watermark. You can drag and drop the pictures in. I hit "create album" and it make the album for me. Then I take the pics out of the album and delete everyting else.

Gimp is good. I assume it's slow on Windows b/c it's a GTK program.

Paint Shop Pro is definitely where it's at. It's way cheaper than Photoshop, and as mentioned before older versions run pretty cheap. I actually "inherited" a version of PSP7 for free and have been hooked ever since. Check it out.

pixia works too and is fast and 100% freeware

Picasa supports RAW mode, which I just noticed, which is good.
GIMP doesn't support 16bit TIFF files (converted files from RAW) which sucks...
Serif PhotoPlus is alright, again, if you want something with any decent features you either have to pay for it, or put up with GIMP.

Xnview is a good choice too for converting/resizing images.

If you're on XP and want to resize pictures get the image resizer powertoy from here (http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx)
and for converting i recommend irfanview.
