I have a quick question about TurboDuo CD games:

Can I play US TurboDuo CD games on a japanese PC Engine with IFU, CDROM˛ and system card 3.0?

I've just bought a TurboDuo CD game and didn't noticed that it's US:-(

As far as I know only Hucard games, have some form of region coding.

So you can play your US CD games in your Jap PCE no problem, worked for me so far.

I can confirm that.
HuCards = US/JP coded
CDs = regionfree

Technically Hucards are "regionfree" too, US Hucards just have their data pins mirrored from the JP console; the games aren't regionally coded. Many US hucards will refuse to run in a JP system however because the game decided to use a trivial region check against nonmodified JP consoles (so more than a converter is needed)
